If you pump the pedal a few times, does it pump up or stay at the same height?

There is also a chance that you got a light duty brake master. That won't work correctly on JA2's.

Try this-

Open the brake fluid tank cover. Pump the brakes and have an assistant look at the liquid on the top. Any bubbles? If so, you got air in the lines. Most likely. Keep on pumping until no more bubbles come out. It should improve the braking power. Add fluid to make up for loss in level due to air removal.

Tip* pump slowly. If you do it too fast, brake fluid will squirt up out of the reservoir.

You can also drive your car in reverse and slam on the brakes several times. Like 20 times in one block going reverse. This will tighten the adjustments inside the drums in the back.
