In my small block chevy, that made in China harmonic balancer lubricates my engine with oil...in other words, the balancer's diameter is a bit off, and oil slings upon the engine...I'm going to take that sucker off one more time, and see what can be done.
I wished I'd kept'ed the original...and compared them...

Sounds like a seal to me, too. Measure the snout of the one you have and measure another one to make sure yours is ok. if yours is a little off, you can swap it out, or put on a speedy sleeve. change the seal either way.

Later this year, I'm going to take it off one more time, and put harmonic balancer on metal lathe and check trueness of it...etc.
I've dealt with that sucker several times...put a sleeve on it, etc.
