It could mean the TCC system is not working correctly, but I wouldn't worry about it unless the transmission develops symptoms.
If the voltave goes not rise with the pedal being pressed - there is another issue going on. There should be one wire that is +5V at all times when the key is turned ON. Does this wire have power? It should be a GRAY wire if I remember. It branches out in the harness to provide +5V power to the TPS and MAP sensor. There is always some chance of a bad connection when the wire has branches in it..... have the TPS adjusted all the way towards the front and i can only get .25-.30V.... also i noticed that the volts do not rise when the petal is being pressed the volts stay at .25-.30V.... not sure what is going on there....
If you're not getting +5V to the sensor it will not function right. The +5V comes from the ECM.
